In 1909, Holt Tractor Co.- which later evolved into Caterpillar Inc.- built a motor grader to help maintain roads in San Joaquin County, California. In 2001, almost a century after Holt's grader was sold, Caterpillar amplified its role in governmental agencies through the formation and development of the Governmental Sales Division in North America.
