SubscribeFirstDefender is a handheld instrument used for hazardous material identification. It will be available through through the DHS Commercial Equipment Direct Assistance Program (CEDAP).
FirstDefender is being offered as a bundle with MSA's Sirius Multigas Detector as the comprehensive CEDAP Chemical Detection Kit.
CEDAP offers direct assistance rather than grants. it helps smaller communities in acquiring and using commercially available equipment to prevent, deter and respond to terrorist attacks. Agencies that benefit from CEDAP are given equipment and training free of charge.
The CEDAP 2007 Application period is now underway.
CEDAP aims to meet the equipment needs of smaller jurisdictions by providing communications interoperability, information sharing, chemical detection, sensors, personal protective equipment, technology, and training in using the equipment. Awards are made to law enforcement and emergency responder agencies that are not currently eligible for funding through the Department's Urban Areas Security Initiative (UASI) grant program.

The Sirius Multigas Detector uses Photo-ionisation detection technology to provide response speed and detection of very low levels of gas concentrations.
